Possible Linebacker Steals from Cap Strapped Teams for the Buffalo Bills

​Some teams find themselves in Cap Jail with assets that they simply cannot afford.  So they might look to replace these players in a defensive heavy 2019 Draft.  With the salary cap room that the Bills currently have, could they steal some of these players from their respective teams?
